Chairman Ray Collins called the regularly scheduled meeting of the Old Saybrook Harbor Commission to order at 7:30 p.m.

MOTION- ROSS BYRNE MOVED TO APPROVE THE MINUTES OF THE JANUARY 8 AND JANUARY 16, 2007 MEETINGS, PETE FREDRICKSON SECONDED

5.      Harbor Management Plan
No Updates

6.      North Cove
Dredge update:
The town had a meeting with DEP to discuss dredging. The Selectman’s office has scheduled a meeting with Courtney’s office representative on Thursday at 2:30 p.m.

The US Army Corp proposed to remove a quarter of a million cubic yards in North Cove. Even if the town could pay for dredging the channel, that is a very small portion of the area needing dredging.  That is about 10% of the whole dredge. Not dredging is an economical loss to the Town. Issue: convince the town that this is an important project. The Cove Ferry Road and the clothesline marina represents 12% of the capacity of places to store boats in Old Saybrook. That is a major impact to the Town.

Ray Collins will write a letter asking for the assistance of DEP and U.S. Army Corp and requesting a meeting.

North Cove wait list- update
The clerk is filling that last three spots for the 2007 mooring field. The clerk clarified with the Commission that the policy with respect to the wait list is when you are called because you reach the top of the list you must either take the mooring or you can go to the bottom of the wait list, but you cannot continue to stay at the top.

Ferry Road Dock
RFP update - February 27th cutoff date

MOTION - PETER FREDRICKSON MOVED THAT THE COMMISSION POLICY IS THAT THERE IS ONE SLIP PER HOUSEHOLD AT THE FERRY DOCK, GINA STILLMAN SECONDED
4-0-1 MOTION APPROVED; ROSS BYRNE OPPOSED

Harbor Master Report
COP for clothesline marina - Dick Goduti will follow up with DEP’s  Susan Bailey.

Correspondence - none

New Business - Dock Applications
Glen Morelli, Rocky Point and Bob Schreiner, Plum Bank - No issue either application

Old Business
The Commission will send the dock standards and the ordinances to the DEP for their review.
